In 1991, he founded the Burning Bush International Ministries Church of God in Christ, subsequently planting the Burning Bush International Ministries of Jackson, MI; Pontiac, MI; and Westland, MI.

Bishop Shelby was born in Saginaw, Michigan, to the late Donald William Shelby, Sr. and Lucille Shelby. He later graduated from Buena Vista High School and furthered his education at Tennessee State University and the University of Detroit. Bishop served on the Ypsilanti City Planning Committee and remains actively involved as a respected voice in the community of Westland, Wayne County, and throughout the State of Michigan.
Bishop Shelby was called to the gospel ministry and licensed as a minister in 1983. He was later ordained as an Elder in 1988. In 1991, he founded the Burning Bush International Ministries Church of God in Christ, subsequently planting the Burning Bush International Ministries of Jackson, MI; Pontiac, MI; and Westland, MI.
A 3rd generation member of the Church of God in Christ, Bishop Shelby was appointed as an Administrative Assistant to the Bishop, by the Jurisdictional Prelate of the First Ecclesiastical Jurisdiction Michigan Southwest, Bishop John Henry Sheard, where he faithfully served as a District Superintendent, Platform Chairman, Executive Board Member, Ordination Institute Instructor, and Chairman of the S.E.M. Convention. He is a member of the Judiciary Board of the Church of God in Christ, and has also served as a Chaplain for the Wayne County Sheriff’s Department for more than 20 years.
Bishop Shelby was consecrated to the bishopric by the Church of God In Christ Incorporated in November of 2016. He is the founder of the 212° Network of Pastors, and in February of 2016, he founded the Kingdom United Fellowship of Churches COGIC, known today as the Michigan Southwest Fifth Ecclesiastical Jurisdiction.
